Thunder Bay’s Drug Treatment Court (DTC) is a voluntary, specialized court program that supports
Indigenous people facing criminal charges related to drug use. It was created to break the cycle of isolation,
addiction, harm, and incarceration by providing participants with treatment, support, and an opportunity to
work toward healing and stability.

To participate, individuals must be willing to take responsibility for their charges and commit to making
meaningful changes in their lives. The program is not available to those charged with violent offences or
drug trafficking for profit.

Over 9+ months, participants receive case management and cultural programming through TBIFC, medical
care and drug screening through Anishnawbe Mushkiki, along with counselling, court appearances, and
treatment planning. The program uses a harm reduction approach, meaning relapse is treated as a part of
the recovery journey—not a failure. Participants are supported in reconnecting with culture and building
stronger connections in the community. Progress is recognized and celebrated.

To graduate, participants must show improved stability, no new criminal charges, reduced or
no substance use, and involvement in work, school, or volunteer activities.
Graduates receive a non-custodial sentence and continued aftercare support
from TBIFC. We recently celebrated our first DTC graduation—an inspiring
milestone for the program and our community!
